The owners setting contains one or more e-mail addresses of
administrators of a mailing list or domain.

For the GLOBAL pseudo-list, all mail sent to 
  owner-majordomo@openbsd.org
will be delivered to the addresses in this setting.

For regular mailing lists, mail sent to the LISTNAME-owner address will
be delivered to the addresses in this setting.

The owners may receive other messages:

* An informational message when someone subscribes or unsubscribes.
  (See "help configset_inform" for more details.)

* Confirmation messages for commands that require administrative approval.
  (See "help configset_moderators" for more details.)

* Delivery failure notices ("bounces") for posted messages.
  (See "help configset_bounce_rules" and "help configset_bounce_recipients"
   for more details.)
