This value, between 0 and 100, controls how often a fronter from the message_fronter configuration setting will be added to posted messages when they are being delivered. This setting matters only if one or more fronters have been defined in the message_fronter setting. This value only controls the probability that a fronter will be added; whether or not a fronter is added is determined randomly for each posted message.
