EXAMPLE:
configset listname moderate = yes


The moderate setting determines whether or not all posted messages will
require the approval of the moderators.

This setting can be overridden by rules for the "post" command in 
the access_rules setting.

If this setting is turned off, some messages may still be moderated due
to size limits, suspicious content, or other reasons.
