The comments setting can be used to describe why a list is configured
in a particular way, or other information that the list owners wish to
remember.

The comments setting is used in configuration templates to provide
instructions.  For example, the DEFAULT:personal template has
instructions for applying the other settings in the template to a
mailing list with the configset command.
